Government Announces New Education Structure in Tanzania
Tanzania’s Ministry of Education, Science and Technology has unveiled a major overhaul of the national education system, introducing a new structure designed to strengthen the quality of learning and expand access to secondary education across the country. The announcement marks what officials describe as one of the most significant policy adjustments in decades.
According to the official statement delivered on December 10, 2025, the Government has approved the transition from the long-standing 7+4+2+3+ model to a simplified and modernized framework of 6+4+2 or 3+3+.
The change, presented by the Minister for Education, Science and Technology, Prof. Adolf Mkenda, is aimed at “enhancing the quality of education and ensuring that every child can reach Ordinary Level without being limited by previous selection requirements.”

Prof. Mkenda emphasized that implementation is already underway. He noted that students currently in Standard Three are the first group engaged in the reform process, with their primary education expected to conclude at Standard Six in 2027. Before joining Form One, this cohort will sit for a trial examination designed to guide their transition under the new structure.
During the briefing, the minister explained that the current education model was adopted between 1965 and 1968, following adjustments championed by Mwalimu Julius Nyerere to expand access to both primary and secondary learning at that time. While acknowledging the historical importance of those reforms, he stated that the changes being rolled out today under the leadership of President Dr. Samia Suluhu Hassan represent a more comprehensive transformation.
“These reforms are being executed nationally at the same time rather than through phased regional approaches,” he said, underscoring the scale of the initiative. He added that the goal is to build a stronger foundation beginning in the lower grades, promote fairness in access to education, and align Tanzania’s schooling system with global standards.
The ministry affirmed that the current Standard Three group remains central to the transition. They will be the first students to complete primary education within six years under the new arrangement, marking the initial milestone of the restructured framework.
With the Government announcing the new education structure in Tanzania, authorities view the shift as a strategic step toward improving learning outcomes, modernizing the curriculum, and ensuring the country’s education system meets contemporary national and international expectations.
